An energy certificate allows the owner, buyer or tenant insight into the quality of construction in terms of energy consumption. The ultimate goal is to protect customers and improve construction quality.
The energy certification procedure includes a set of actions, including a building energy audit, analysis and evaluation of the collected data and the issuance of an energy certificate. An integral part of the energy certificate is a list of recommended measures for the cost-effective improvement of the energy performance of the building.
Public buildings with a useful floor area of more than 500m² must possess and publicly display the energy certificate no later than 31 December 2013.
Buildings or individual units that are offered for rent or lease must have an energy certificate issued by 1 January 2016.
Energy certification must be conducted by engineers in the areas of architecture, construction, engineering and electrical engineering who are educated and authorized by the Ministry of Construction and Physical Planning.
